One bulb won't fully light

Hi,
I have a montego bay cobra uxf tanning bed that has had some issues.
First lamp on the canopy will not light all the way acrossit just flickers.we have changed holders,ballest,starters and still will not light.before we changed the ballest one end would glow bright and then the bulb would blow.a ny help would be helpful.
