Two people in one room issue

Is it prohibit by the law to have two customers in a tanning room while the tanning bed is on ?

I have a customer that his wife is claustrophobic and he demand to be with her in the room during the session. He claims that there is nothing in the law the prevent from two people to be in a tanning room while the bed is on. Is that true ? (I am in California)
